A diagnostic lens for required learning modernization
Required training programs fail for predictable reasons. They are built around content rather than behavior. They measure completion rather than change. They satisfy the audit requirement without connecting to the real decisions employees make every day. The CORE framework is the diagnostic philosophy I use to evaluate any required training program. It asks four questions most organizations have never asked about their required training catalog. The answers reveal not just what is broken, but why it is broken and what it would take to fix it.
Required training that is not connected to real workflows produces real-world compliance failures. Connected training ties every requirement to a specific decision or behavior an employee faces in their actual role. It answers the question employees never ask out loud but always have: why does this matter to my job?
Most required training measures the wrong outcome. A completed course does not mean a changed behavior. Outcome-driven training is designed around the performance result the organization actually needs, not the regulatory checkbox it needs to satisfy. The design starts with the behavior, not the content.
Every required training program exists because something can go wrong. Risk-informed training makes that risk visible to employees rather than abstract. When employees understand what actually happens when a regulation is ignored, for the customer, for the business, for themselves, the training stops being a formality and starts being a reason to pay attention.
Learning science is clear: information transfer does not produce behavior change. Evidence-based required training uses what research tells us about how people actually learn, through realistic scenarios, spaced practice, and decision-making under realistic conditions, not passive reading and recall tests.
